At present, the world economy is undergoing rapid development. The world's energy production and consumption are undergoing profound changes. From an international point of view, low-carbon energy is more and more important, and deepwater E & P activities around the world are very active. Therefore, the development and utilization of deepwater oil and gas are playing a very important role in the entire pattern. Domestically, China has become the world's largest importer of crude oil and the world's second largest oil consumer .Oil consumption has been increasing year by year. It has become the core of China's energy security strategy. It is an important strategic choice to look for oil and gas resources in China. The ocean is the key to the long-term development of China's oil and gas industry. South China Sea owns one-third of China's total oil and gas resources, and a large part of these resources are distributed on the seas under China's jurisdiction. In this context, in 2014, the “Energy Development Strategic Action Plan (2014-2020)” issued by the General Office of the State Council put forward the need to strengthen the deepwater oil and gas E & P in the South China Sea. In 2015, State Council on Issuing the National Major Marine Functional Zoning Plan proposed the implementation of a strategy for building ocean powers. In 2017, the “Outline of National Land Planning (2016-2030)” issued by the State Council proposed that by 2030, the goal of building a strong ocean nation should be basically achieved. Recently, "building China into a strong maritime power" has risen to "accelerate the building of China into a strong marinetime power."
At the same time, in recent years, China's state-owned oil companies have also continued to increase offshore oil and gas E & P, and China's deepwater oil and gas production has increased exponentially. For example, in recent years, CNOOC has opened several blocks to the outside world almost every year, and has continuously invited foreign companies to cooperate. In February 2016, CNOOC released 18 offshore exploration blocks for cooperation with foreign oil companies with a total area of 52,257 square kilometers; in April, 2017, CNOOC released 22 blocks for cooperation with foreign companies, with a total area of 47,270 square kilometers. In April 2018, CNOOC opened 15 blocks to foreign investors, with a total area of approximately 4,323 square kilometers.
However, although China's deepwater oil and gas resources are pretty rich, it is quite urgent to accelerate the E & P of deepwater oil and gas as China is in the lack of independent innovation of core technologies and core equipment. In today's inseparable maritime rights and energy competition, accelerating breakthroughs in deep-sea technologies and equipment and accelerating the development of deep-sea oil and gas resources are not only our country's strategy for strengthening ocean powers, but also the only way to ease pressure on oil and gas resources, ensure energy security, and safeguard marine rights and interests.
